Homeland Security Funding. The second method to secure funding for your mobile command, SWAT, or bomb response vehicle is to tap into the $1.7 billion the Department of Homeland Security will award this year. The Homeland Security Grant Program (HGSP) includes five distinct programs, three of which apply to the acquisition of Pierce apparatus:

• State Homeland Security Grant Program (SHSGP) – Designed to fund state homeland security strategy implementation activities to build capability to prevent, protect against, respond to, and recover from acts of terrorism and other catastrophic events.
• Urban Areas Security Initiative (UASI) – Focuses on law enforcement and public safety activities to prevent terrorist attacks through such activities as intelligence gathering, information sharing and target hardening.
• Law Enforcement Terrorism Prevention Program (LETPP) – Designed to fund designated high-threat, high-density urban areas against acts of terrorism and catastrophic events.

Every department throughout the United States is eligible for at least one of these programs.
